Human Rights Unit - Ministry of Interior

First: Introduction

Human Rights Unit is a unit of the Ministry of Interior and National Security and one of its critical components. It is the link between the two civil and security branches in the ministry. And it operates by a specialized professional staff to promote a culture of human rights and the rule of law to officers of law enforcement.

Our sense of the importance of this unit is a very important step, reflecting the relationship between the thought and practice of the importance of Humans in our doctrine and ideology. It reflects our commitment to the rules of the government, which seeks to maintain public rights and freedoms for human. In order not to conflict between the functions of the ministry with regard to the imposition of the rule of law, public order, internal security, human freedom and rights, it needs an intact and complementary structure that serves the overall objective of human rights and the rule of law.

Second: Overall Goal

To achieve the principle of the rule of law and to ensure observance of the principles of human rights as set out in international conventions within all areas of work of the ministry. 

Third: the Main Goals

1. To work towards spreading principles of democracy, pluralism and ensure that the practice of freedoms.

2. To fight corruption and promote access to justice to resolve problems.

3. To encourage participation in decision-making and expression of opinion through the establishment of channels of dialogue with civil society institutions.

4. To apply standards of human rights.

5. To encourage the participation of women in the police force and all the security agencies.

6. To raising the level of cadres in the ministry and security agencies in all related to human rights.

7. To develop plans and training programs in coordination with the heads of security agencies.

Fourth: Activities and Functions of the Unit According to the structure:

1. Conducting training courses and specialized workshops to employees of the Interior Ministry and security agencies in order to spread awareness about human rights and contributing to strengthening and developing non-governmental organizations so that they could play their positive and active role in the society.

2. Establishing a legal library containing publications and conventions on human rights, publications and bulletins issued by the local , the Arab and international bodies, to serve as a scientific knowledge for researchers and interested people and archiving newspapers and periodicals concerned with human rights.

3. Holding seminars and intellectual meetings of scientific integrity and neutrality aims to raise awareness of human rights and defining principles and international conventions of human rights. That is possible in coordination with other bodies and organizations concerned with human rights.

4. Monitoring the human rights situation under the authority and to monitor and document any violations and receiving complaints and grievances of citizens .

5. Monitoring reports issued by the competent local and international authorities regarding the exercise of power and adhering to the laws relating to mankind .

6. Issuing periodic bulletins that promote the culture and values of respecting for freedoms , the rule of law and the spirit of cooperation between the citizen and the authority and developing loyalty to the homeland and the values of integrity (good governance ) .

7. Opening a line of communication with the citizen and the government agencies and private and government organizations to determine the extent of applying of international humanitarian law by the government.

8. Controlling law projects of human rights at the Ministry of the Interior and expressing opinion and notes in the applicable laws. 

9. Exposing the abuses of the Israeli occupation on the Palestinian people's rights by all available means and in collaboration with any other international, regional or local human rights body. 

10. Direct intervention through direct talk to any government institution or any government agency to provide our observation and correction of any violation of human rights.

11. Developing plans and training programs in coordination with the involved departments, agencies and institutions.

12. Improving an integrated methodology for the practice of the departments of the Interior Ministry in relation to human rights.

13. Participating in the annual conferences, workshops and unusual held at home and abroad in terms of human rights and to communicate with the Arab League and the Organization of the Islamic Conference, and all local, regional and international organization and institutions.

14. Networking with competent donors - of human rights - and marketing projects of the Unit.

15. Conducting field visits and inspections to rehabilitation and reform centers and raising and preparing reports and making recommendations.

16. Monitoring and following up the situation of the detainees at the detention centers.
